Bureau of Elementary Particle Management

The Illuminatia Bureau of Elementary Particle Management (BEM) is an agency of the Illuminatian government responsible for coordinating use of elementary particle fields as an advanced medium for wireless communication via subatomic particles.

Non-electronic wireless communication via fields of elementary particles such as neutrinos, bosons, and quarks evolved from experiments originally conceived in early 21st century Earth. Developments in encoding and modulating communications upon a field of elementary particles accelerated in the years and decades leading up to the Lucidus mission.

Elementary particle communication, as a medium unhindered by large masses, was instrumental in communications between Earth and the Lucidus spacecraft during its voyage.

Since elementary particle transmission still requires equipment of significant size and heft in addition to a substantial power source, it was originally instituted only as a ship-to-Earth and ship-to-ship communication medium during the Lucidus mission. Since arrival upon Neonisi, elementary particle transmission has been used on a limited basis for communication between fixed facilities primarily in the government and scientific sectors. The medium is also kept available for the potential re-establishment of communications with Earth.

Authority to regulate radiated elementary particle communications is derived from the status of the elementary particle fields as an inherently finite natural resource. As such, the resource belongs collectively to the people and is managed in trust by the democratically-determined Illuminatian government. The BEM is delegated the responsibility for ensuring this resource is preserved and available to provide for the general betterment of humanity on Illuminatia. Priority is given to uses that benefit the greatest breadth of the population and provide the best net benefit to humanity in the long term.

The authority for regulation of elementary particle communication also derives from the paramount importance that re-establishing reliable Illuminatia-Earth communications is to Illuminatian humanity. There is a necessity to keep the noise floor at minimum levels as not to interfere with the detection of new Earth-originated signals.
