Department of Poverty Prevention
The Illuminatia Department of Poverty Prevention (DPP) is an agency of the Illuminatian government tasked with coordinating transactions of government in such a way as to encourage social equity and promote the basic wellbeing of Illuminatian citizens of the least means.
The DPP manages the interactions of government programs that distribute Monetary Unit funds and other types of compensation and benefits to ensure no Illuminatian inhabitants are without the means to subsist and contribute to society to the fullest of their potential. The department oversees the patterns and methods with which other bureaus, departments, and offices allocate and dispense funds that are meant to subsidize living costs for individuals. This may involve programs that directly distribute funds as well as programs that indirectly send funds to the citizenry through programs, agencies, non-profits, charities, and other entities. The DPP supervises the methods with which these other governmental and non-governmental entities use their government funding to further the department's goals.
The DPP also maintains input over the ways in which other governmental units tax and assess funds from the citizenry at large to ensure that these systems of taxation and assessment of user fees, tolls, and other dues are both fair and do not represent an undue burden on people who have the least wealth and liquid resources.
Specializing within the DPP is the Office of Dependent Investment (ODI), which focuses on administration of financial and programmatic support for minor individuals who have yet to reach their age of majority in Illuminatia.
The integrative power of the DPP is checked in part by its sub agency, the Office for the Prevention of Pauperization (OPP), which monitors the funds and programs coordinated by the DPP to ensure government remuneration, subsidization, and incentivization does not become overbearing in its support of individuals.
Notable interventions
Examples of outcomes of DPP intervention include:
- The reduction of the impact of the negative interest rate assessed by the Office of the Central Bank (OCB) on Monetary Unit accounts with the lowest balances and monetary throughput rather than imposing a flat negative interest rate across all funds;
- The creation of a system of discounting the cost of the Receiver License and the Periodicals Circulation License charged by the Department of Public Service Media Revenue (DPSMR) based on personal income rather than a flat fee per device or periodical delivery;
- Assisting the Office of Assessment and Placement (OAP) in crafting adjustments to the algorithm used by the Occupational and Instructional Productivity and Placement System (OIPPS) that prioritize job placements for individuals pursuing high-demand careers that strongly align with socially-beneficial objectives;
- Oversight of the Bureau of Education and Enlightenment (BEE) to guarantee that funds supporting public education are adjusted such that programs of study with a greater impact upon individuals with lower income at the secondary level receive equitable governmental support and to ensure the BEE affords different levels of support for attendees of private educational institutions that exhibit varying levels of effectiveness in addressing community curricular needs.
