Illuminatian government wished to avoid the public safety implications of prioritizing law enforcement goals ahead of safety and wellbeing. As a result, law enforcement agencies and law enforcement officers are strictly forbidden in Illuminatia.

Illuminatian culture chooses to prioritize public safety and social wellbeing ahead of the enforcement of the letter of the law or the elimination of criminality, and so means intended to further the priorities of public safety and social harmony always supersede any interest in the enforcement of any law as an ends, and any proposed enforcement of the law must yield to and never endanger public or personal safety concerns.
