Department of Tertiary Assemblies
The Illuminatia Department of Tertiary Assemblies (DTA) is an agency of the Illuminatian government operating under the Ultrabureau of the Legislative (UBL). The DTA oversees the largely autonomous operation of tertiary assemblies—the numerous local legislative and administrative bodies that form the most local segment of Illuminatian government.
The Department of Tertiary Assemblies creates rules to which tertiary assemblies agree to abide as an inherent condition of being established as a civic-level governing authority. The DTA coordinates administrative functions that allow local tertiary assemblies to legislate locally within the authority provided by the other three legislative bodies of Illuminatia's tricameral legislative ultrabureau.
The DTA also coordinates the delegation of democratic power to the one representative from each tertiary assembly who is elected to represent the constituency in the UBL's Paramount Assembly, one of two continental legislative bodies that contain a partial or wholly local element of representation.
Bodies seeking to form a local government for a newly established city must apply to the DTA for permission to legislate for a local territory and collect revenue from taxes within that defined area. The UBL's three assemblies then vote to accept the delegation of local administration to the newly proposed local legislative body, granting the body tertiary assembly status.

Tertiary assemblies oversee the local level of Illuminatian government in much the way that might be expected of city council or county board of supervisors in the western tradition of modern Earth. These assemblies have both a legislative and administrative capacity. Tertiary assemblies are based in a central city and administer the city and its surrounding districts. Tertiary assemblies are limited to considering legislation purely local in scope and do so only with the consent of Illuminatia's Ultrabureau of Control and Ultrabureau of the Legislative. Matters of law considered by tertiary assemblies have authority only within a given tertiary assembly's defined geographic scope.
