Office of Expiation and Recompense
The Office of Expiation and Recompense (OER) is a government office operating within the Illuminatia Bureau of Punishment and Castigation (BPC). The OER is responsible for distributing compensation to victims of crimes.
The OER acts as an intermediary between the convicted, the punished, or their insurers and the people affected by illicit or unjust actions. The OER does not act on behalf of parties to civil lawsuits; the OER acts only in cases of criminal law.
The Office of Expiation and Recompense acts primarily on behalf of victims who take part in the Voluntary Punishment Program (VPP). Participants in the VPP are entitled to full compensation for financial and other losses they personally incur as the result of an action found to be a violation of Illuminatian law. VPP participants are entitled to receive this compensation at the expense of the Office of Voluntary Punishment (OVP) and in turn the BPC. The program obligates these agencies to make the victims whole irrespective of the means of the accused to repay what is owed. The BPC may or may not in turn be compensated by the accused party. Those who are not participants in the VPP are considered entitled to compensation, but must act on the OER to proceed on the matter and are only able to collect funds and other recompense at the disposal of the liable parties without the BPC providing any financial coverage in the event the means are not available to provide full compensation.
The OER notably directly compensates only real human persons; the OER is by law not enabled to interact with non-human entities such as corporations or organizations. Corporate entities must utilize civil means to realize any compensation in the event of a crime. Alternatively, real human persons involved in those corporations who bear an interest in the compensation are allowed to personally engage the OER.
