Emigration from Illuminatia
Emigration from Illuminatia is not yet considered to be practical largely due to a lack of existing extraterrestrial human-settled worlds available for Illuminatian persons to out-migrate to. This is compounded by a lack of communication with or capacity for return travel to Earth, where the Illuminatian branch of humanity originated.
Notwithstanding these practicalities, the desire to leave Illuminatia for greener pastures is generally not easily conceivable to those who live in Illuminatia due to a general societal perception of the Illuminatian branch of human civilization as representing a sort of utopia that exists on an improved and elevated conceptual plane relative to what is remembered from Earthly civilization. This makes outward migration from Illuminatia to Earth a highly unlikely choice for residents there.
Meanwhile, all land masses on the Neonisi planet are considered to exist under the umbrella of Illuminatia and its governmental and cultural structures, so as such, migration of populations from one part of Illuminatia or Neonisi as a whole to another location on this world is not considered to constitute immigration, as such migration results in a net-zero increase for the Illuminatian branch of humanity.
Despite this, policy relating to population management in Illuminatia—as informed by the Lucidus mission guidelines for extraterrestrial habitation—allows for people to freely emigrate from Illuminatia if they choose to, once practical means for doing so are established. Governmental policy is in development to allow for this out-migration in an organized, humane fashion, with structures planned to allow any emigration to occur sustainably and without any detrimental impacts on Illuminatia’s culture or economy.
