Migration of members of the human population in Illuminatia is a natural and feely-occurring phenomenon that is gracefully managed without active governmental, systemic, or cultural inhibitions, although population management needs commonly benefit from the highly-effective use of fully-voluntary incentive-based public policy methods for managing and encouraging certain patterns of migration in efforts to promote the greater public interest and ensure adequate resource distribution. These patterns encouraged raw growth during Illuminatia's early history and transitioned to logical distribution of the population to newly-settled lands later. For instance, early in Illuminatia's settlement history, raw population growth was a necessity as a mechanism to secure the establishment of the Illuminatian branch of humanity. As secondary settlement cities were established, there arose a need to encourage populations of certain demographics of working-age individuals and their families to populate these cities and this was accomplished through incentives. Later in settlement history, the population of tertiary settlement cities was accomplished through similar methods, targeting individuals based upon vocation as well as educational specifications. Population migration goals have also strongly considered the familial and relational background of individuals in respect to multiversal duplication heritage aspects in order to maintain diversity and redundancy in the human gene pool.
