Immigration to Illuminatia is presently not thought to be possible due to a lack of communication with Earth or any other human-settled worlds, an understanding that there is likely no other known human-inhabited worlds other than Earth and Neonisi, and a current understanding that all Lucidus mission landings on the Neonisi planet have been accounted for.

In-migration to Illuminatia and the Neonisi planet has not occurred since the original landings of the Lucidus mission and subsequent settlement of Illuminatia. Migration of populations from one part of Illuminatia to another is not considered to constitute immigration, as such migration results in a net-zero increase in population in Illuminatia as well as the Neonisi planet as a whole.

While it is currently theorized that inward migration into Illuminatia is not immediately possible due to an apparent lack of capacity for outside human civilizations—whether they exist or not—to communicate with much less detect and find the Illuminatian civilization, Illuminatian government has nonetheless established a set of protocols and guidelines for welcoming new human populations to Illuminatia in an orderly and humane fashion, which is very much contrary to immigration policies of most governments of Earth’s archaeomodern historical era. Policy relating to population management in Illuminatia—as informed by the Lucidus mission guidelines for extraterrestrial habitation—expressly encourages the incorporation of subsequent human space-bound voyages into the Illuminatian branch of humanity if they express interest and consent in such joining of populations, if and when such exploration takes place, and the Bureau of Reproduction and Copulation (BRC), with its mandate to oversee demographics management in Illuminatia, maintains policy readiness and actively advances policy discernment regarding theorized potential immigration in the future.
